SEPP 22 - Shops and Commercial Premises  
  SEPP 22 allows the change of use of a building lawfully used for a particular kind of commercial premises or a shop to another kind of commercial premises or shop. This also applies where the change of use is prohibited under another Environmental Planning Instrument. This can only occur where there is no more than a minor environmental effect, where the proposed use is in keeping with the objectives of the zone and where the Consent Authority grants Development Consent.
